How does compressing to exactly 100 KB work?
A bounded search: the tool encodes at a middle quality, checks the size, and narrows up or down, at most 7 encodes, keeping the highest quality that fits under 100 KB. The result card reports the final quality and size. There is no infinite loop and no fake success: if 100 KB is unreachable, it says so and shows the smallest achievable size.
What if my image cannot reach 100 KB?
Then its pixels are the problem, not the encoder. A 4000-pixel photo will not fit 100 KB acceptably at any quality; the fix is reducing dimensions, and the result card says exactly that when the target fails. Add a longest-side value (1200 pixels is a good start for a 100 KB goal) and run again: fewer pixels reach small targets at far better quality.
Why does this page preselect JPEG?
Target-size search needs a lossy encoder with a quality dial, and JPEG is the safe universal choice for the passport-photo, application-form and email-attachment tasks that come with a 100 KB limit. WebP reaches smaller sizes where supported and can be selected above. PNG is lossless and has no quality dial, so it cannot chase a byte target.
